OPERATION SPECIALIST

B.Tech in Chemical or Mechanical Engineering with minimum of 8 years practical and administrative experience in Refinery process units. Other combinations of education & experience are acceptable. At least 2 years as Shift Supervisor or Senior Engineer and minimum 2 years in Oil Processing Department (OPD) or equivalent. b. Must have a detailed knowledge of the units under his control, their inter-relation with other units and facilities. Requires a good knowledge of Refinery and Company operations. Must be a clear thinker with considerable administrative and organisational skill. Must be selfmotivated, exercise initiative and have strong leadership qualities. d. Act as relief and assume full scope & responsibility of the Superintendent during his absence including all administrative functions. Must assume full responsibility for any unit or the complete section at any time without further reference. Jobholder will be “oncall” on a 24-hour basis to respond to operational conditions / emergencies. Recommends, plans and actions improvements to the operation of the units to meet requested product slate at minimum cost consistent with safe operating practices. Initiates and conducts surveys, test runs and investigations, analyse and evaluate results to formulate processing plans accordingly. b. Confers with Superintendent and operating personnel and visits units & control room daily to remain fully aware of the status of the plants. Examines problems or unusual conditions and takes necessary actions to restore optimal unit-operating conditions. c. Remains up-to-date and prioritises maintenance requirements and activities to ensure maximum equipment availability & reliability in a cost effective manner. d. Reviews and monitors product yields, utilities consumption and plant performance data on a daily basis to maintain and enhance the most profitable operating patterns and minimise product losses. Develops and monitors energy conservation measures within the section to reduce energy losses and attain target EII. e. Acts as Shutdown Co-ordinator during unit shutdowns. Responsible for the safe preparation and handover of equipment, authorisation of permits and ensuring that recognised safe work practices, procedures and standards are followed by all personnel. f. Plans unit shutdown & equipment handover schedules and manpower requirements to minimize unit downtime and prevent schedule over run. g. Applies engineering knowledge and principles coupled with operating experience to solve operational problems, improve operating methods and eliminate process restrictions or deficiencies. Monitors usage of high value chemicals, catalysts and other materials used in the unit. h. Develops and conducts operational training for new techniques, modifications, operational mode and equipment and ensures that target dates and programmes are achieved to ensure competency of operators. i. Conducts Pre-Start up Safety Reviews (PSSR) upon completion of maintenance activities and prior to unit start up following unit T&I or equipment modification / changes that affect operations.
